bThe Soviets began to carry out their threats, apparently bhoping to force the American government to crush the JDL. bFive delegations of Soviet “citizens” visited the US Embassy bin Moscow to hand strongly worded petitions to the officials. bIn addition, Robie M. H. Palmer, a second secretary at the bembassy, was accosted by three men as he walked with his bwife. One seized him by the lapel and asked him how he bwould like being “beaten up” and his car smashed, as had bhappened to Soviet diplomats in the United States. I read babout the incident at the airport as I was about to fly home to bAmerica and it was from this article, that is, from the Rus- bsians themselves, that the idea for a mass harassment of Soviet bdiplomats was born. I could hardly wait to get back to put bthe plan into action. Arriving at Kennedy airport on bJanuary 8, I rushed to the office to make immediate plans bfor the embittering of the lives of the Russians. But before bthat phase of the struggle began, the Russians and State bDepartment were rocked by yet another blow.

bAt about 4 AM in the early morning hours of January 8, a bbomb went off at the Soviet Cultural building on 18th Street bin downtown Washington, D.C. Windows were shattered band an iron gate hurled to a roof 250 feet away. News bagencies received calls that stated: “This is a sample of bthings to come. Let our people go. Never Again!” The bSoviets went mad with rage, with Soviet Foreign Minister bAndrei A. Gromyko himself making the protest to Ambas- bsador Beam in Moscow while in Washington Deputy Secre- btary of State Richard T. Davies received a sternly worded bnote from the Soviets that read:

b“Such connivance on the part of the authorities has re- bsulted in the not unknown hoodlum and terrorist Jewish bDefense League’s openly declaring its intention to carry on bassaults on the lives of the personnel of the Soviet institu- btions in the United States.” The note demanded, that the US bpay for the damages. Once again the US apologized pro- bfusely, Jewish leaders called the bombing “reprehensible” b
