bI called upon each person to go back to his area and set for bhimself a minimum quota of ten local people who are in- bterested in aliyah. Chapters of Habayta, I said, should be set bup in each neighborhood. The lists of these people, with bprecise information as to their background and skills would bthen be taken to the Israeli government institutions han- bdling aliyah and preparations for a major planned city with bjobs and housing for at least fifty thousand Americans bwould be begun. The individual Jew coming to the bureau- bcrats of the Jewish Agency was lost and even upon ar- briving in Israel often found himself in a neighborhood bwhich was strange and difficult to come to grips with as ba new arrival. Habayta would be his agent in speaking bwith the Agency and would speak, furthermore, in the bnames of thousands. At the same time, the problem of bhousing and employment in unfamiliar conditions would bbe overcome.

bThe conference then got to work on resolutions and deci- bsions. It was agreed to accept the program that I had offered band which appeared in my book, Time To Go Home:

RETURN (HABAYTA)

bReturn will be a non-political national organization of bAmerican Jews:

b1.aIt will begin an immediate, urgent drive in every bJewish community to convince Jews of the gravity and real- bity of the situation and to persuade them to take immediate, burgent steps to return to Israel.

b2.aToward this end, speakers will be trained and sent all bover the country into every local Jewish community.

b3.aLiterature will be printed which will emphasize this btheme and include facts and arguments concerning the bdeepening American crises, the dangerous effects they will bhave on the Jew, the manifestations of those dangers in the bform of existing anti-Jewish groups, and the cancer of as- bsimilation.
