b4.aIt will educate toward the positive reasons for Jews bliving in Israel, i.e., the normalcy of a Jewish people in a bJewish State with a Jewish culture.

b5.aIt will register individuals, families, and whole institu- btions to return. This registration will include complete in- bformation on background, profession or occupation, skills, bfamily, and income in order to help these people obtain bemployment and inexpensive housing in appropriate areas.

b6.aIt will concentrate particularly on mass door-to-door bcampaigns in urban areas where social and economic condi- btions have worsened to a point where Jews are seriously bwilling to consider Return.

b7.aIt will place specific emphasis on the religious obliga- btion of observant Jews to Return, and to propagandize in breligious institutions and neighborhoods.

b8.aIt will create local branches of Return in every Jewish bcommunity. These branches will lead the educational drive bin the communities as well as serve as the national move- bment’s vehicle to register those who wish to Return.

b9.aIt will inform itself fully of the social and economic bproblems involved in mass aliyah, particularly in the field of bhousing, employment, and education, so as to act as the bagent for individual American Jews seeking Return.

b10.aIt will gather long lists of names and present them to bthe appropriate aliyah agencies and departments for the bpurpose of working with them to create viable cities, vil- blages, and settlements for Returnees, with inexpensive bhousing accommodations, planned facilities and jobs. Fif- bteen to 20 percent of the population in these places will be bnative or long-time Israelis.

b11.aIt will go over the professions, occupations, and skills bof each individual with aliyah authorities so as to ascertain bwho can be placed and which individuals need to be found bjobs.

b12.aIt will include private investors to create employment bfor the Returnees by investing in industries, factories, etc., bwhich will create jobs for them. Chairmen of local branches bwill seek out local investors.
