b14.aIt will establish regular local meetings of Jews wishing bto Return, at which time discussions on Israel, aliyah, and bJewish identity will be held.

b15.aThe cities, villages, and settlements will be planned as bfar as possible in the liberated areas.

IMMEDIATE STEPS

b1.aThe election of a provisional Board of Directors which bwill oversee the operations of Return and will have the bauthority to make all necessary decisions.

b2.aThe choosing of local chairmen for Return from the bmidst of the delegates present, one chairman for each bsynagogue or local Jewish community organization rep- bresented here. These people will return to their com- bmunities and immediately publicize the creation of Return bto the community and press, their own appointments as blocal chairmen, the first meeting of interested people in the bcommunity, and immediate registration of first members.

b3.aThe setting of a quota of at least ten registered families bfrom each delegate to be sent into the national office within bsix weeks.

b4.aThe immediate opening of a national office with an bExecutive Director and Secretary.

b5.aThe immediate payment of $10 by every delegate to bthis conference to pay for the intitial costs.

b6.aThe placing of national advertisements announcing bthe formation of Return as well as advertisements and inter- bviews in all local Jewish publications.

b7.aThe announcement of a national Week of Return dur- bing which the mass registration of Jews will take place.

b8.aThe gathering of lists of every American synagogue band group not represented at the conference and estab- blishment of local branches and chairmen of Return.

b9.aGetting at least one investor from every local commu- bnity.
