bway that, eventually, Israel will find enough Jews to settle in the bGalilee to offset the incredible Arab birthrate there.

bNevertheless, the thought of a solidly Arab-populated bGalilee turns strong Zionists weak, and as early as 1966 Prime bMinister Levi Eshkol proposed a plan to settle Jews in upper band central Galilee. Because of the Six-Day War the plan was bshelved; only in the aftermath of the Yom Kippur War and the brise of the Arab revolt did the government revive and embellish bit. The key to settling the large numbers of Jews and building bfarms, villages, and urban centers is expropriation of lands.

bUnfortunately, the government’s courage does not match bits appreciation of the danger. And so, in the face of the bitter bArab resistance (they understood quite well the purpose of the bplan) which culminated in the bloody Land Day Rebellion, the bgovernment, in fear, backtracked and plucked the vitals out of bthe program. Instead of an honest presentation of the problem— bArab population and irredentism, a threat to the Galilee as part of Israel b—the government issued an “information-background” bulle- btin, built on an apology and defensiveness that was not lost on bthe Arabs: “It has always been the government’s policy to en- bcourage and foster the dispersal of the country’s population and bto move toward an evening-out of the population-density bpattern. . . . Certainly it is not a measure directed against any particular bpopulation group [sic]. . . .”

bShades of early Zionist contempt for the Arabs! All the bfraud and lies and self-delusion revived! If the project was so bgood for the Arabs, why the uproar? Why the riots? Why the brebellion?

bBecause, despite the subconscious feelings of the liberals band leftists, the Arabs were not fools. Such absurd Israeli govern- bment explanations might satisfy wealthy UJA givers and heads bof the Liberal American Jewish Establishment; they did not de- bceive the Arabs.

bAnd so, the Rakah Arabic-language newspaper Al-Ittihad, bon June 6, 1975, wrote: “We became aware of the existence of bthis conspiracy about a year ago because of the renewed talk babout the ‘Judaizing of Galilee.’ . . . We will not remain silent in bface of this sinister, racist plan. . . . This is indeed a question of blife.”
