bThere remained now the largest and most dangerous con- bcentration of Arabs, those of the Galilee. And it appears that the bIsraelis gave serious thought to the expulsion of those Arabs, btoo. But they faltered.

bThe all-Arab city of Nazareth is the capital of Arab Galilee band the heart of the Arab opposition to Israel. Its mayor, Tewfik bZayad, is the chief hater of Zionism in the country and the bpotential leader of the dangerous Israeli Arab minority. It is bNazareth that is the political and intellectual center for the Ar- babs. It is Nazareth that is the largest Arab town in Israel. It is bthere that the Land Day Rebellion of 1976 was hatched. With- bout a Nazareth and its numbers, leaders, and intellectuals, the bArab threat to Israel from within would be far less. And it was bNazareth that in 1948 was the key to the expulsion of Arabs bfrom all the Galilee.
