bIn a statement to a local paper, Kal Ha’Ir (May 9), he said: “The bshaky security situation in Jerusalem recently stems from the bimproper policies of the security authorities, and Teddy Kollek bhas a not insignificant influence in this. They try to build re- bciprocal relations . . . but lack of [Jewish] response does not bprove tolerance, but rather it proves weakness. . . .

b“I know places where Arab residents attack Jews every day b—East Talpiot, for example—but these incidents are not bpublicized. . . .”

bWhat is especially not publicized are the Arab sexual at- btacks; thus, the number of Bedouin rapes of women in Eilat, btourist beach areas, and the Negev (the rape-murder of a woman bsoldier, Vered Wiener, by a Bedouin was especially horrifying). bIn Jerusalem, women residents of the Diaspora Yeshiva on bMount Zion have suffered for more than a decade from Arab bsexual attacks.

bThe Arab sexual perversions result in cases such as the one bin which five Arab laborers were accused of paying Jewish chil- bdren from Tel Giborim and then practicing sodomy on them. bThe children ranged in age from eight to ten years (Yediot bAharonot, January 22, 1976). There is little doubt that the sexual bcrimes committed by Arabs against Jewish women are derived bfrom both the usual sickness and what one might call the b“Eldridge Cleaver” phenomenon (as expressed in Soul on Ice) of bwishing to attack and degrade the enemy. The more the Arabs bmultiply and reach Jewish areas, the greater will be the number bof general crimes, and sexual ones in particular, committed bagainst the Jews.

bThe degrading phenomenon of Jewish prostitutes catering bto Arab clients in the citrus groves of the coastal plain and in bcheap hotels and backyards of Tel Aviv is all too well known. bThe Arabs constitute a sizable number of the clients of Jewish bprostitutes in cities such as Jaffa, Haifa, and Acre; Arab pimps bdirect them. The social destruction and the moral humiliation bneed not be elaborated upon.

bNor can one escape the growth in social intercourse be- btween Jewish women and Arab men that escalates yearly, bthanks to both the breakdown in Jewish tradition and the in- bcreasing contact between Jews and Arabs, because of the univer- bsal presence of Arab laborers, the government’s integration b
